Its most revealing question is a single one, and we have now read every letter that touches it: may a Jew leave the Land? The answer is a governed rule, a firm default, and a narrow door. A closing section folds in a second, cross-cutting front: the State of Israel.

The Rule, in His Own Hand
One letter states the governing principle as a numbered ruling — the halachic test against which every other case is measured.

"Leaving the Holy Land for outside the Land is permitted for the sake of Torah study one could not attain there — and if not, it is forbidden. And a thing forbidden by the Torah cannot aid one's fear of Heaven or Torah and mitzvos." He then tells the writer to convert the planned trip from a ״גירוש״ — a banishment — into an aliyah.
THE PERMITTED CATEGORIES — read across the full set
The test is not Torah study alone. Read together, the letters name a short, closed list of grounds on which departure is permitted: to study Torah one cannot attain in the Land (כרך ד · א׳קמה), to marry(ולישא אשה), and to prostrate at the graves of tzaddikim(כרך יט · ז׳תיב, citing Sdei Chemed). He grounds the whole as ״דין ברור בש״ס וברמב״ם״ — "a clear ruling in Shas and Rambam" (כרך כז · ט׳תתקצה).

How the Rule Was Applied
The 23 letters resolve into two poles. Where the person's reason failed the test, he answered with their own words. Where the Torah-study condition was genuinely met, the door opened — but always conditioned.

THE TOPIC, EXHAUSTED
Across 23 letters spanning three decades, not one endorses leaving the Land as a simple good. The Rebbe held a single halachic test — יציאה לתלמוד תורה, departure only for a Torah gain unavailable in the Land — and applied it without exception.
When the reason failed the test, he answered with the writer's own words: the man leaving to study is told his obstacle will follow him; the man leaving for his health, that Yerushalayim can sustain him; the man chasing a visa is simply asked מהו הטעם שמכריחו לצאת. When it passed, the door opened — but even then he reframed the going, pressed a firm commitment to how the learning must be done, and turned banishment into ascent.
And once, at the far edge — a case of emigration tied to intermarriage — the discouragement hardened into refusal: ״לא אקח חלק בסיוע להגירה כזאת״, "I will not take part in assisting such an emigration" (כרך כט · יא׳ריב · 1974). The default is firm; the door is narrow and named; and its far end is a line he would not cross.

A Second Front — The State of Israel
Alongside the Land itself runs a distinct, charged thread — the Rebbe's dealings with the modern State. It is not a standalone topic: pulled collection-wide, explicit “Zionism” appears in only 55 letters, and the theme lives instead through the practical register — the State's name, its institutions, its territory, its conversion law. Ninety letters carry it, weighted heavily to the 1970s (52). Four positions recur, each reported here in his own words and grounded, in his framing, on halacha rather than politics.

Every letter in the collection containing departure language (לצאת מאה״ק · היתר יציאה · יציאה מהארץ) was retrieved — 23 — and read individually; each quote is verified against igros_master.
